You can always negotiate and you have the upper hand, especially with the housing crisis as it is today. You could save thousands of dollars more than if you were to buy a home through ‘normal’ channels that has not been foreclosed on, so it's worth it to put in a lower offer at first.

The fact is that it's not wrong to shop for homes. homes are becoming a blight on the community. Squatters and drug dealers find them and thus crime in the neighborhood increases. They're bad for the economy and they are doing little good sitting empty. Therefore, you are doing the community, the economy and yourself a huge favor by shopping for and buying a home.
